In a pot over medium-high heat combine water, meyer lemon juice and peels, beets, vinegar, honey, juinper berries, cardamom, salt, and saffron. Bring to a boil, reduce heat and simmer for 5 minutes.
Remove from heat and cool completely. Sour can be strained at this point or held with fruit and strained for service. Hold refrigerated until needed.
